Bob Capstick has over three decades of experience in the nuclear power industry and is currently Director of Government, Regulatory and Public Affairs for Yankee Atomic Electric Company and the Connecticut Yankee Atomic Power Company; as well as Director of Regulatory Affairs for the Maine Yankee Atomic Power Company.
He was previously Project Manager for Duke Engineering & Services’ northeast regulatory group where he represented nuclear power companies with decommissioning and operating facilities with federal/state elected and regulatory officials; as well as with national industry organizations. Prior to that position, he was a Principal Licensing Engineer with the Regulatory & Industry Affairs Department of the Yankee Atomic Electric Company’s Nuclear Services Division where he developed and implemented corporate strategies addressing state/federal regulatory initiatives for several companies with operating commercial nuclear power reactors in New England. Prior to that position he was the Senior Licensing Engineer for the Vermont Yankee Nuclear Power Station representing VY with the Nuclear Regulatory Commission’s Office of Nuclear Reactor Regulation and was responsible for integrating corporate, technical, and engineering positions in the development of regulatory strategies; as well as negotiating licensing compliance positions and schedules.
Prior to joining Yankee Atomic, he was a research analyst with the Energy Research Group, Inc. where he managed and conducted research on technical and public policy issues for government and private clients; as well as analyzed federal and state legislative and licensing requirements associated with energy facility siting, operation and waste disposal. He also evaluated safety implications, environmental impacts, and risk assessments associated with technology development options; as well as prepared technical testimony and cross-examination strategies in support of regulatory hearings and litigation. He also worked for the Massachusetts State Legislature’s Joint Committee on Science & Technology where he managed studies and research on a broad range of scientific and technical issues for members, committees, and legislative staff.
Mr. Capstick received his Masters degree in Public Administration from the Suffolk University Graduate School of Management and an undergraduate degree in both Political Science and Physics from Boston College. He has also taken post graduate courses at the Boston College Graduate School of Arts & Sciences, the University of Massachusetts Graduate School of Politics; and the Massachusetts Institute of Technology.
He is a member of the American Nuclear Society; the ANS Northeastern Section Executive Committee; the Nuclear Waste Strategy Coalition Executive Committee; the Decommissioning Plant Coalition Steering Committee; the New England Council’s Energy and Environment Committee; and the Nuclear Energy Institute’s Government Affairs Committee; as well as numerous NEI nuclear waste storage & transportation related working groups and task forces.
